Hii!

If I were you, I would try to make your blue eyes pop by putting a light brown eyeshadow and a little bit of mascara. put a light pink lipgloss and some blush and you will look absolutely gorgeous!
something soft and natural to complement your eyes, and hair. try going for summer colours, or light brown. just search on youtube ';soft make-up tutorial'; and you will get MANY results. i use tutorials from there all the time! they're so helpful.
Use a brown kohl/pencil eyeliner on your top eyelid, extending it just a little past your lash line, making it just a little thicker on the outer corners. Then use purple, pink, or brown eyeshadow. If you can, have three different colors. For example, a medium purple, a dark purple, and a sparkly lavender. Use the medium shade just on your eyelid. Use the darkest shade in the crease and just a little on the outer corner of your lid, and the lightest shade goes under the eyebrow and in the inner corner of your eyes. Use a black or brown mascara only on the top lid. If you need a blush, use a rosy color. I find that mousse blushes work the best for me.

Also, use brushes as opposed to those little eyeshadow wands. Wands tend to make the makeup look heavier and overdone, but a brush will allow the right amount to get on your face without laying it on too thick. For your lips, use a tinted lip gloss rather than lipstick or stains. Even though the gloss needs reapplied, it'll be just right for the whole deal. Click the second source for an idea of what I mean. She may have green eyes and light hair, but it's a good source.

Also, if you feel you must wear eyeliner on the bottom, only put it on the outer corners. This will keep you from looking like a raccoon, or a pancake face. The less makeup you have just under you eyes, the less the makeup can draw your lower lid downward, making you appear tired, cracked out, or weepy. Don't worry about rimming the inner corner of your eyes either, as it will diminish the effect that the light shadow has.
Definitely purple eye shadow. I love purple!z
